State Institute of Capacity Building (SICB) is the operational arm of Skill Development Department (SDD). All the various Central Government and State Government schemes regarding skill development of the youth are implemented by SICB
With the purpose of establishing full-fledged Institute for imparting training, transfer of knowledge and building stronger capacities of the unemployed youths of the state an Institute was formed, famously known as State Institute of Capacity Building(SICB) at Karfectar, South Sikkim, vide Cabinet Memorandum No.417/GOS/DOP/CB- 108/09 dated 17.11.2009.
SICB was formed with a vision to make all youths of the state self-sufficient to stand on their own in the society, after training in various Livelihood Schools spread across the State. With this vision the Institute is, therefore, catering to all those services that will align the various capacity building and youth development system, so that the youths of Sikkim are better prepared for promising careers and post School & College options.
This Institute has initiated to identify existing capacity building resource institutions and entities and experts within the Country and even overseas and establish appropriate National/International linkages and network which may help in addressing proper and successful transitional needs of the youths of the State.
- To evolve an appropriate skill development frame work by creating opportunities and scope for the talented youths of Sikkim and to upgrade the existing sectors which are under the Skill Development Department.
- To remove the disconnect between the demand and supply of skilled manpower through vocational and technical training, skill up-gradation and skill mapping of existing skills with proper certifications
- To promote skill development of the unemployed youth to make them self-employed reliant and independent.
- To provide various job opportunities for unemployed youth by conducting trainings in various trades/disciplines, duly making them skill qualified.
- To create awareness among the unemployed youth and school drop outs.
- Dissemination of information-Publicity campaign and aggressive enrolment for skill upgradation in short vocational courses/training/apprenticeship with stake holders
