• The Ministry of Rural Development (MoRD) announced the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) Antyodaya Diwas, on 25th September 2014. DDU-GKY is a part of the National Rural Livelihood Mission (NRLM), tasked with the dual objectives of adding diversity to the incomes of rural poor families and cater to the career aspirations of rural youth.
  • DDU-GKY is uniquely focused on rural youth between the ages of 15 and 35 years from Economically Weaker sections (EWS) of the society. As a part of the Skill India campaign, it plays an instrumental role in supporting the social and economic programs of the government like the Make in India, Digital India, Smart Cities and Start-Up India, Stand-Up India campaigns. Over 180 million or 69% of the country’s youth population between the ages of 18 and 34 years, live in its rural areas. Of these, the bottom of the pyramid youth from EWS families with no or marginal employment number is about 55 million.
  • SICB is the implementing agency for this Scheme in the state of Sikkim.
  • MoRD has approved a target of 5000 candidates for the State of Sikkim to be training under DDU-GKY scheme from FY 2019-2022. Till date DDU-GKY, Sikkim have trained 1935 candidates under various trade out of which 649 of them have been placed
  • Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) implemented by National Skill Development Corporation.
  • • The objective of this Skill Certification Scheme is to enable a large number of Indian youths to take up industry-relevant skill training that will help them in securing a better livelihood. Individuals with prior learning experience or skills will also be assessed and certified under Recognition of Prior Learning (RPL).
  • The Short-Term Training imparted at PMKVY Training Centres (TCs) is expected to benefit candidates of Indian Nationality who are either school/college dropouts or unemployed.
  • Upon successful completion of their assessment, candidates shall be provided placement assistance by Training Partners (TPs).
  • Under PMKVY, the entire training and assessment fees are paid by the Government. Payouts shall be provided to the TPs in alignment with the Common Norms.
  • Trainings imparted under the Short-Term Training component of the Scheme shall be NSQF Level 5 and below.
  • Government of India has launched a World Bank assisted project SANKALP. It aims to strengthen institutional mechanism for skill development and increase access to quality and market-relevant training for youth across the country.
  • There are three major Indicators designed to measure the performance of States:
     Institutional Strengthening at the National and State Levels for Planning, Delivering, and Monitoring of Skill Development Programmes
     Improved Quality and Market Relevance of Skill Development Programmes
     Improved Access and Completion of Skill Training for Female Trainees and Other Disadvantaged Groups
  • The State of Sikkim is towards the end of implementation of SANKALP 1.0 and SANKALP 2.0 is under process.
  • SICB imparted the following programs successfully in collaboration and funding from State Agriculture Department as under:

  • It has generated livelihood to around 200 (two hundred) farmers belonging to Melli Dara, South Sikkim and Timberbung, Soreng, West Sikkim.
  • Model Career Centres for Sikkim are institutionalized Model Career Counselling Centers which have been set up in the three districts of Sikkim under central funding, to provide a streamlined process for mobilization, counselling and career guidance as per the guidelines of Directorate General of Employment and Training (DGE&T), under NCS,Government of India.
  • Each centre is fully equipped with computers, furniture, Q-machine, Projectors, TV, group and individual counselling rooms, sound systems, standees, electrification etc. as per the guidelines of DGE&T, Government of India. In the year 2019-20, a total of 419 candidates (Male= 14 Female= 279) were counselled.
